Purchasing of Goods and Services
Purchases under $5,000 will be at the discretion of the administration.
All purchase contracts for goods and services involving an
expenditure of between $5,000 and $25,000 shall be awarded
on the basis of three competitive estimates wherever practical
and feasible. All purchase contracts for goods and services
involving an expenditure of $25,000 or more shall be awarded
solely on the basis of a publicly advertised, sealed bidding
process involving at least three bidders.
The Board reserves the right to reject any or all bids and
to accept that bid which appears to be in the best interest
of the District. The Board reserves the right to waive any
formalities, or reject any or all bids or any part of any
bid. Any bid may be withdrawn prior to the scheduled time
for the opening of bids. Any bid received after the time and
date specified shall not be considered. The Board also reserves
the right to negotiate with any bidder when all bids exceed
the budgeted appropriation.
The bidder to whom the award is made may be required to enter
into a written contract with the District.
Board approval shall be required prior to the purchase of
any item of $25,000 or more.
Whenever possible, local vendor participation should be encouraged.
