Member Authority
Because all powers of the Board lie in its action as a group,
individual members exercise their authority over district affairs
only as they vote to take action at a legal meeting of the Board.
In specific instances, an individual member, including the Chair,
may have authority only when the Board by majority vote, has
delegated such specific authority to him or her; otherwise,
an individual member has no authority. Individual Board members
are not restricted, however, from gathering information to make
informed decisions.
No legal action can be taken except at a duly warned meeting
of the Board and by a quorum acting as a unit.
The decisions of the Board shall be binding until rescinded
by the Board at a duly called regular or special meeting.
The Board shall make its members, the faculty, administration,
and the public aware that only the Board as a whole has authority
to take official action, by announcement or review at the annual
organizational meeting and inclusion in the minutes.
